  4. Regime-Exact Inference for Growth, Coherence, and UncertaintyAcross scientic domains, estimators that perform exceptionally well in some regimes fail abruptly in others. These failures are commonly attributed to noise, insucient data, or poor tuning. We argue instead that the dominant failure mode is categorical: estimators are applied outside regimes in which their estimands are identiable under nite observation. We present a regime-exact framework that unies nite-sample ratio estimation (FSRE), co- herence ladders, inversion symmetry, harmonic kernels, and polynomial chaos expansion (PCE) under a single governing principle: estimation must be conditioned on identiability. We prove that ratio-based estimators are structurally ill-posed when exponential dominance cannot exist, introduce diagnostics that detect this boundary, and formalize estimator dispatch as a rst-class decision. The result is a disciplined inference system that distinguishes coherent, transitional, chaotic, and compression regimes, and routes estimation accordingly. The framework addresses a pervasive methodological gap: the conation of estimation fail- ure with data inadequacy. By establishing identiability as a precondition rather than an outcome, we provide principled criteria for when point estimation is permissible, when distribu- tional surrogates are required, and when inference should be suspended entirely. Applications span nancial time series, biological growth dynamics, signal processing, and physical systems exhibiting exponential behavior.
