A key strength of this study was policymakers’ discovery of barriers to effective healthcare access for people with disabilities, which requires a comprehensive approach to efficient service delivery in line with the Universal Health Coverage and the National Disability Act. This study is limited in that it identifies possible recommendations for policies but lacks a mechanism for follow-up or monitoring beyond this research. The lack of service users’ voices, specifically those of persons with disabilities, is another limitation that future research should investigate more deeply.
