Digital sovereignty, which lacks substantial critical conceptual rigor

The gap
The paper identifies a gap in the existing literature on digital sovereignty, which lacks substantial critical conceptual rigor. It argues that the traditional Westphalian principle of state sovereignty is no longer sufficient in the digital era. The paper highlights the need for a philosophically cohesive conception of collective self-determination in an increasingly interconnected world.

Existing approaches to digital transformation often combine social, infrastructural, and economic dimensions and do not sufficiently distinguish between access to digital resources, digital competencies, and actual patterns of technology use. The social dimension of digital development is frequently treated as secondary. There is a lack of a composite measurement framework focused specifically on the level of societal digitalization.

Future research should examine this with different experi- mental designs. Much remains unknown over how publics make trade-offs between these aspects and how the various components of digital sovereignty concerns interact in shaping public perceptions. There are also broader trade-offs between dig- ital sovereignty and the overall development of the digital economy that should be explored. The lack of data center development may stifle technology adoption and innovation.
