- Impact of digital infrastructure on agricultural green transformation: theory and China’s experience (2026) · Frontiers in Sustainable Food Systems · doi
The paper utilizes county-level panel data from 2013 to 2023 in China, develops an indicator system to measure the agricultural green transformation, and employs a difference-in-differences (DID) model to examine the role of digital infrastructure on agricultural green transformation, leveraging the quasi-natural experiment provided by pilot projects in digital rural construction experimental zones. The main findings are as follows: first, over the sample period, digital infra- structure exert a significant positive impact on the agricultural green transformation, and this result remains robust after parallel trend tests, placebo tests, and multiple robustness checks. Second, mecha- nism analyses indicate that digital infrastructure facilitate agricultural green transformation through promoting agricultural green techno- logical innovation, improving the agricultural resource allocation efficiency, and enhancing the agricultural socialized services. Third, the facilitating effect of digital infrastructure exhibits significant het- erogeneity, with more pronounced impacts observed in the eastern region, low-altitude counties, and major grain-producing areas. Based on the above findings, this paper proposes the following policy recommendations: (1) Improve institutional arrangements and establish a sustainable development framework. The green-enabling effect of digital infrastructure exhibits clear cumulative and lagged character- istics, which requires sustained and stable policy support. The government should maintain the continuity and stability of the digital rural pilot policy and formulate long-term develop- ment plans for rural digital infrastructure. Through sustained financial support, the government can guide the orderly flow and efficient allocation of digital resources toward the agricul- tural sector, sustain the long-term contribution of digital infrastructure to agricultural green transformation. (2) Promoting agricultural green transformation through facilitat- ing agricultural green technological innovation, improving the resource allocation efficiency, and enhancing the agricultural socialized services. The government should establish a special fund to support the research and development of agricultural green technologies, encourage scientific research institutions, technology promotion departments, and agricultural enter- prises to cooperate, fully utilize the information transmission advantages of digital infrastructure, integrate advanced tech- nologies into key links, improve resource utilization efficiency through innovative technologies, and reduce agricultural pol- lution emissions. On the other hand, agricultural production entities are encouraged to use data platforms to learn advanced production, management, and sales experience, and connect with agricultural social services through digital services to compensate for the disadvantages of labor shortage and capital scarcity, thereby improving resource allocation efficiency.

The role of the broader local digital environment in shaping green technology adoption has received insufficient attention. Evidence on whether pilot environments are meaningfully linked to adoption intensity and persistence remains limited. Most outcome measures in the China digital-rural literature focus on income, productivity, or market participation, rather than green technology adoption.
