    Recommendations for Practical Application of the Research Findings 6.1.1 Administrative Management Systems Development The research findings indicated that the most critical need in this dimension was the establishment of clear quality indicators for personnel management. Therefore, we recommend developing a clear, measurable Key Performance Indicator (KPI) system to evaluate personnel performance effectively. In addition, a regular feedback mechanism should be implemented to provide personnel with constructive feedback on their performance. The results of performance evaluations should be systematically utilized to enhance personnel capacity development and to establish a fair and transparent reward and recognition system. 6.1.2 Strategic Planning The findings revealed that the most critical need was to develop action plans that align with strategic plans at each stage while allowing personnel to participate in the planning process. Accordingly, it is recommended that a strategic planning task force composed of representatives from all organizational levels be established to collaboratively develop clear action plans.

    The findings of this study may assist HR professionals, recruiters, organization, and managers who strive to find effective staffing processes to ensure high performance, person-job fit, and align organizational and individual objectives. Findings can provide a comprehensive guide to specifically address each step academically to adopt evidence-based HR decisions.
