Although the sphere of action of the workplace unions in Swedish industry has been limited by the law, during the post-war period nearly complete unionisation and generally low levels of unemployment have tended to give the workers significant leverage in workplace bargaining. The key role which academic writers on industrial relations often accord the processes of rule-making and the growth and development of institutions of industrial relations for the level of industrial conflicts and unofficial strikes appears to be based on an assump- tion that the conflict of interest between sellers and buyers of labour power are reconcilable and limited to the distribution of the results of production.
