The framework also does not determine which records should be made public, transferred, retained, deleted, anonymized, sealed, or archived. Finally, provider independence does not eliminate operational dependency. Institutions will still use providers, devices, networks, repositories, and preservation systems. The paper's claim is narrower: the structural meaning of records should remain referable across such dependencies.

Public administration, healthcare, education, finance, law, media, software, robotics, infrastructure, and environmental monitoring each require different propagation boundaries. A general framework can provide shared vocabulary, but domain profiles must specify practical boundary conditions. Future research should also explore preservation metadata for AI and AGI records. Such metadata should capture output posture, coordinate reference, role context, review status, authority-condition boundary, time-history relation, and circulation state without turning metadata into authority or proof. Another research direction concerns public communication. Citizens, professionals, institutions, and communities need understandable ways to distinguish generated assistance, institutional reference, public disclosure, and official action. Boundary language should therefore be human-readable, not only machine- processable. Further work should connect propagation boundaries with local hardware, edge reference nodes, post- cloud preservation infrastructure, document-state layers, economic reference objects, and domain design references. The goal is not one unified operational system, but interoperable structural clarity across environments. 10 A final research direction concerns long-term civil infrastructure. AI and AGI records will affect public memory, institutional accountability, and historical understanding. Preservation boundaries should therefore be studied not only as technical tools but as conditions for responsible collective memory.

Unequal access to digital technologies, limited digital literacy among aging populations, and institutional control over archival platforms can constrain full participation. These issues highlight the tension between the ideal of decentralized knowledge production and the technological and socio-economic realities of integrating Nonetheless, inequality. deconstructive insights, hypertextual structures, and participatory design, digital archives can function as more inclusive and dynamic spaces for cultural preservation and knowledge transmission.
Findings Digital preservation is a broad endeavor and rapidly developing facet of digital collections and institutional repositories; yet, it is often an area that is not fully understood or implemented by many libraries and archives, largely because institutions lack the necessary resources to do it alone.
