Meanwhile, much of the existing greenwashing literature has concentrated on corporate practices, sustainability disclosure, supply chains, and sector-specific contexts – including fashion, tourism and hospitality, as well as environmentally sensitive industries.19 Research specifically connecting greenwashing oversight with Indonesia’s decentralised structure of environmental governance remains comparatively underexplored. This gap is considered significant because local governments occupy an important intermediary position between national environmental policy, business activities, local ecosystems, and affected communities. Examining how regional authority is exercised, constrained, or underutilised in verifying environmental claims, therefore, provides an important basis for understanding whether decentralisation can contribute to more effective greenwashing oversight and the realisation of substantive environmental justice. This study aims to fill this gap by highlighting the relationship between greenwashing practices, substantive justice, and local authority within the framework of regional autonomy. The author seeks to propose a reformulation of legal policy that not only emphasises normative regulation but also strengthens local capacity to detect, address, and prevent misleading environmental claims.
