include (1) a more comprehensive base of speech training including the development of major and minor programs similar to those in the U.S. programs which ultimately lead to the Ph.D. (2) Required speech training not only for teachers but in other dis- ciplines which rely on efficient oral com- munication (such as theology, law, phi- losophy and industrial administration) and (3) training and services in speech correction and German as a foreign lan- guage (for exchange students). Such Uni- versity-wide speech training, the petition states, would produce liberally educated teachers who, through their students, would introduce democratic communi- cation attitdes to all levels of society. In specific reference to elementary and secondary school teachers, the petition urges extensive training to make them excellent speech models for their stu- dents as well as proficient scholars in their subject areas. Because of varying dia- lects and idiom usage in the eleven Lander, most teachers provide their stu- dents with little more than a regional proficiency in oral language skills. A separate section of the petition deals with the same basic arguments applied to kindergarten and elementary school lev- els. The GSSSE also states that socio- cultural weaknesses are built into the German system from the child's earliest training. The petition maintains that the oral communicative ability of the stu- dents should be emphasized before the written ability. Tndeed, a sense of values in business is not only expressed operations through figures, but through a sense of the value of effective English to recommend an idea or product, or ac- complish an objective.
Within the limitations of this study, it appears reasonable to conclude that the six-month language training program at the University of Minnesota was effec- tive in reducing the foreign sounding- ness of the speech of those foreign stu- dents participating in the program, and this reduction was significantly greater than that occurring in the speech of foreign students who did not participate in the program.
But today, this topic is still poorly studied in linguodidactics, particularly in teaching Ukrainian as a foreign language (UFL).
The main question arises from the striking observation that common language is insufficient to develop knowledge about human communication, especially when many factors of complexity (such as ambiguity, paradoxes, or uncertainty) are involved in the composition of an abstract research object.
As such, the article is an attempt to pass the relay baton to further studies into the factors that have an impact on the successful development of plurilingual competences and add to the overall value of plurilingualism.
