Currently, there is no standardization in the public-private partnership (PPP) procurement framework regarding advisory requirements; these need to be considered as part of this process.

SOME F I N D I N G S A N D C O N C L U S I O N S In this brief survey of alternative methods of encouraging private financing of research and development in the more advanced economies, it is clear that no standard pattern emerges for ready transfer to other nations, developing or otherwise.

What all these ways have in common is that none endows the planner with any special responsibility for determining social policy or with any special wisdom for guiding it. A planner may be wise, but as a person and not as a ~ l a n n e r. 2 ~ It follows from the above that this paper can have but one recommendation: namely, that its method be adopted, elaborated, and used. Nevertheless, this recommendation may be made more explicit by discussion and breakdown into a number of component suggestions. Client analysis requires something of a tour de force, in that the data on which a demonstration of its value must be based has, in the first instance, to be constructed in order to show how useful such data can be. Some elements of the data needed for client analysis do exist, but in generai the appropriate data are not available, at least not in a reliable or convenient form. Four kinds of data are required: data on needs, on eligibility, on service rendered to clients, and on the need satisfaction or benefit resulting from the service rendered. (It is assumed that the planning process has produced social and economic targets, projections, and profiles as part of a comprehensive plan.) There are two major sources of data: the general population, and the agencies rendering service. Some specific recommendations for obtaining data follow. A general, all-purpose population survey should be established to obtain, on a continuing basis, data on social needs, eligibility for various public services, client, status, benefits derived, etc. Family characteristics such as income, family size, types of interdependence of family members, and group memberships of the family and individuals, would be obtained along with the more traditional types of data on individual family members.?5 Recommendation 1 Recommendation 2 Certain uniform requirements for record keeping, data processing, and cost accounting should be placed on all government agencies, so as to yield: (a) for each person receiving or applying for any service of the agency, data on: i. type of service applied for and given, refused, or rejected; ii. whether the service was given, refused, or rejected; iii. characteristics of the applicant or client and of his family; (b) costs of the various services rendered the clients, including a properly weighted share of administrative and other general costs.
For a contractor, since the sewerage service is only provided by municipalities, the business opportunities are limited to the number of municipalities, which can generate incentives to operate outsourced tasks efficiently.
