It establishes a new paradigm for precisely deciphering marine carbon sink drivers, thereby enriching the theoretical and methodological systems for assessing marine carbon sink potential. 2. Core drivers identified to enhance marine carbon sink potential forecasting accuracy: The study precisely pinpoints the number of nature reserves (NPA), marine aquaculture area (MA), and total wastewater discharge (TWD) as core drivers of marine carbon sinks. Scenario simulations based on ecological thresholds for each factor, alongside relevant policy documents and practical case studies, reveal the developmental trajectory of China’s coastal marine carbon sink potential over the next decade, providing scientific grounds for targeted policy interventions. 3. Multi-scenario simulations for 2023–2032 indicate a hierarchical carbon sink pattern: GP > BAU > EP. GP exhibits a “highlevel decline followed by mid-term stabilisation”, while EP shows an initial 13.4% reduction before recovery. Regional heterogeneity is pronounced: the Northern Economic Zone exhibits “EP≈BAU>GP” (dominated by marine aquaculture), the Eastern Economic Zone shows “GP leading, EP declining” (dominated by urbanisation rates), while the Southern Economic Zone demonstrates “GP as optimal and stable” (dual-core driven by marine aquaculture and water temperature, with GP achieving an average annual carbon sink of 2.021 million tonnes of carbon). These findings may guide carbon sink management for China’s coastal regions (comprising the Bohai, Yellow, East China, and South China Seas, totalling 4.73 million square kilometres), while the methodology may serve as a reference for coastal nations globally. 6.2 Policy recommendations 6.2.1 Implement a coordinated, regionallydifferentiated governance framework with highsensitivity parameter prioritization Sensitivity analysis (Table 10) identifies marine aquaculture area (MA) and number of protected areas (NPA) as highly sensitive parameters (|PSC| > 1), indicating that small relative changes in these variables induce proportionally larger effects on marine carbon sink capacity. Therefore, their regulation should prioritize monitoring accuracy and policy controllability. Specifically, MA should be maintained within the empirically derived threshold range of 140,000–550,000 mu (Figure 5B), and NPA should be expanded to at least 83 protected areas per province. Meanwhile, total wastewater discharge (TWD) operates near the lower limit of the “carbon sink promotion window” (210,000–250,000 tonnes), implying that blind emission reductions could paradoxically suppress carbon sequestration; interval-based flexible management should thus replace one-size-fits-all reduction targets. Northern Economic Circle. Given the dominance of heavy industry, green interventions must avoid direct conflict with existing industrial structures.
