And so, what are the for more widespread training programs for the middle level? Despite the fact that only 30 percent of the institu tions responding to our survey have such programs, we believe that the leadership of some 12,000 schools at the middle level must and will make their needs for more trained teachers known to teacher education in stitutions. Not to be overlooked is the fact that most of the institutions having programs developed them only recently, with other programs on the planning boards. Middle level in schools, colleges, and universities, state departments of education, and the general public need to press teacher certification agencies and teacher education officials to work harder and more effectively at the jobs of recruiting, training, and employing competent persons for the middle level. Good models are available, as are many resource persons fully able to help in developing these programs. In view of the imminent teaching shortage, those who secure teaching degrees should be encouraged to remain in the profession. The dropout rate of first-year teachers is alarming and must be reversed if at all possible. Educators must be concerned about poor salaries, but they must also seek ways of improving teaching conditions. The results of this survey seem to suggest that increased supervision in a more formal way would benefit teachers and possibly increase their desire to remain in teaching. Attention should focus more on the teaching prob- lems expressed by teachers rather than on basic skills and subject matter knowledge. The teacher induction movement may be one way of meeting the problem of retaining teachers. No other profession, regardless of the strength of its preparation program, permits its professionals to begin without a period of supervised induction. This, instead of a com- petency test and increased academic course work, may be the key to improving the ability of teachers.

Among the most outstanding findings we could mention the lack of consensus among teachers and students regarding the ideal versus the required length of the initial teacher training programme; the historic duality between core versus specific didactic subjects that has resurfaced with the changeover to the degree format; and finally, the fact that existing conditions in university classrooms often curb the application of certain methodologies that promote the development of skills.
