What the literature leaves open
A limitation of this study is the absence of participation from local governments in the northeastern region of Estonia. Despite invitations sent to municipalities in this area, none agreed to take part in the research. As a result, the findings may not fully capture the regional diversity of perspectives and experiences related to health promotion competencies across the country. This limits the generalisability of the results to the northeastern context. During data collection, it became apparent while con ducting one Group B interview that the local government had already prepared the HWP in the interim period. As a result, the interviewee initially invited as part of Group B was iden tified during the interview as a representative of Group A, and the planned number of interviews was adjusted accordingly.
