From economic rationality to ecological rationality: how does non-pastoral labor allocation affect grazing substitution behavior? · 2026 · DOIBased on the conclusions of the above research, this paper pro- poses the following policy recommendations: (1) It is vital to highlight the development of non-pastoral employment skills within herding households and support their moderate participation in non-pastoral work. By enhanc- ing job opportunities through labor attraction via the employ- ment market and government policies, a significant movement of labor from pastoral regions to the non-pastoral employ- ment sector will occur. Furthermore, bolstering the non-pas- toral employment market is essential to enable herding households to obtain reliable incomes in this sector, thereby ensuring consistent employment and facilitating gradual income growth for these households. (2) It is vital to enhance the socialized services market to better leverage the substitution effect of factors. Strengthening herding households’ awareness of the positive role of socialized services in animal husbandry will promote an increase in both the will- ingness and extent of adoption of these services. Implementing subsidies for agricultural machinery purchases for service pro- viders and stabilizing the prices of socialized services will incen- tivize both supply and demand sides. While nurturing new production and management entities such as large-scale breed- ing households and family farms, it is essential to integrate this with the cultivation and promotion of socialized services in animal husbandry. The development of socialized services in animal husbandry will facilitate a transformation in production methods within the livestock sector. (3) Implement differentiated non-pastoral employment promo- tion policies to guide herding households to prioritize local non-pastoral employment and improve the local non-pastoral employment market. For local non-pastoral employed pasto- ral households, policies can focus on enhancing the quality of non-pastoral employment and increasing income levels, while encouraging them to retain a certain scale of pastoral produc- tion. This approach assists them in achieving non-pastoral income while balancing pastoral production and transforma- tion. For herding households working outside their communi- ties, it is essential to explore the establishment of a “pastoral area-urban” bidirectional support mechanism. This can be achieved through the development of pastoral production
